WebGnats

This version of webgnats has many enchancements I've made over the course of several deployments. I've made changes to the UI and some internal changes which have made it easier for those not understanding the underlying gnats engine to still be able to use the system with great ease. Additionally, I have added a user authentication system which tracks the gnats users using cookies. The tarball is below, however the documentation is a little thin.
